We are proud to announce the winners

In October 2015, Amnesty International invited Sri Lankans at home and abroad to take part in a poetry competition to mark the many decades of enforced disappearances the country has experienced.

The UN ranks Sri Lanka as the country with the second highest number of enforced disappearances in the world, with tens of thousands of cases over the past decades of conflict.

Disappearances have been a tragic fact of life for far too many Sri Lankans for far too long. Many families are still searching for lost loved ones, or have simply given up hope of ever finding them.

This competition offered a creative space and an opportunity to share reflections and responses to this national tragedy in English, Tamil and Sinhala. Sri Lankans from all communities and walks of life were inspired to take part and the poems were judged by twelve distinguished international literary figures.

'Silenced Shadows': Amnesty International is proud to launch a poetry competition

We are inviting Sri Lankans at home and abroad to take part in a poetry competition to mark the decades of enforced disappearances the country has experienced.

Sri Lanka has among the highest number of enforced disappearances of any country in the world, with tens of thousands of cases over the past decades of conflict.

Disappearances have been a tragic fact of life for far too many Sri Lankans for far too long. Many families are still searching for lost loved ones, or have simply given up hope of ever finding them.

We have twelve distinguished international literary figures acting as Judges for our three language panels.

We hope that this competition will be a creative space and an opportunity to share reflections and responses to this national tragedy. Whether in English, Tamil or Sinhala, we hope Sri Lankans from all communities and walks of life will be inspired to take part.

Rules, Terms and Conditions

 Who can enter

  1. Entries may be submitted in English, Tamil or Sinhala from any place in the world; you do not have to be a poet to enter.
  2. Writers must be Sri Lankans living in the country or who have emigrated.
  3. All entrants must be 14 years of age or older when they submit their entry to the Competition. Entrants under the age of 18 must obtain written parental or guardian consent to enter and claim any prize. The Competition Administrators may ask the winner to provide proof of age.
  4. The following persons may neither enter nor assist anyone to enter the Competition:
    1. the Administrators, Judges, employees or contractors of Amnesty International or their immediate family members

How to enter

  1. All entries must be submitted online to this email address:
  2. The email should contain the entrant's name, country of residence, Title of the poem being submitted, and the statement "I have read and accept the Terms and Conditions".
  3. The poem itself, with its Title, must be an attachment to the email (see format requirements below) and should have no identity information of the writer. Failure to comply will result in disqualification.
  4. By entering the competition the entrant gives Amnesty International permission to use their name and poem.
  5.  Amnesty International does not accept responsibility for entries that are disqualified or which are not received by the deadline for whatever reason.
  6. Each poem submitted will be given a unique reference number.
  7. Confirmation of receipt of Competition entries will be acknowledged, along with its reference number an automated e-mail reply to the writer. No other correspondence about the receipt of entries will be entered into.

Entry specifications and requirements

  1. Entrants may only submit one poem for the Competition.
  2. Entries must be submitted as a PDF file (.pdf) in font size 10 points or higher and must not exceed 10 Mb in size. No other electronic file formats will be accepted.
  3. Poems should be set out and spaced so that they are easy to read. If the Judges determine that an entry does not meet these requirements, that entry will be disqualified.
  4. All poems entered for the Competition must be single poems with a maximum length of 1,000 words (excluding Title).
  5. Entries must be written in English, Tamil or Sinhala.
  6. Entries must be original works by one individual author (not a company or other corporate or collective entity, group or organization).
  7. Entries must be unpublished works that have not been previously made public, in whole or in part, either in print, online or in any other format, such as radio broadcast, audio file, personal blogs, YouTube and social media. The entries must remain unpublished at the date of closure of the competition, 31st December 2015.
  8. Entries must not be created (i.e. authored) by a computer program.
  9. Authors must retain a copy of the poem that they have entered. Once entered for the Competition, the text of a poem cannot be retrieved, altered or returned.

10. Entrants warrant that:

  1. they have personally created their entry and own all rights to it
  2. all trademark, copyright and other intellectual property rights in the entry belong to themselves
  3. the entry is not malicious, defamatory, plagiarized or vexatious but is submitted in good faith.

11. Simultaneous submissions will not be permitted (i.e. submissions to other prizes and/or publications at any time during the period that entries are being considered). A poem will be ineligible if it is under contract to any publisher or broadcaster or is in any other way liable to be made public.

12. All authors must provide their own name and contact details for record keeping purposes. If you wish to have your poem published under a pseudonym, this must be stated clearly when submitting your entry to the Competition email account.

13. Every Competition entrant is fully responsible for the consequences that arise from providing false or misleading information. Any poem that is submitted under a false name, is plagiarized or is accompanied by false information will be disqualified from the Competition.  

14. The Administrators reserve the right to disqualify, refuse to accept, refuse to publish or cease publication of entries which they consider to be malicious, defamatory, plagiarized, vexatious or otherwise disparaging to the reputation of Amnesty International, its funders and supporters and community, the Competition or the Judges, or for any other reason the Administrators consider necessary.


There will be no financial awards for the competition but all the winning poems will be on the Amnesty website and copies of the tri-lingual book of those poems to be published by Amnesty International in 2016, will be sent to all their writers.

 Competition open date, close date and judging

1. Entries may be submitted from 00:01 GMT, 31 August 2015 until 23:59 GMT, 31 December 2015. See format requirements above.

2. The poems will be judged anonymously.

3. There will be a Panel of Judges of known poets and literary figures for each language. They are listed on the Amnesty website. The Administrators reserve the right to replace Judges if unforeseen circumstances make this necessary.

4. Entrants’ names will not be provided to the Judges in advance. Each Panel will select between 10 and 15 winning poems in each language.

5. Winners will be notified by email at least one week prior to the announcement of the winners of the Competition. They will be asked to provide a photograph – unless they request to remain anonymous.

6. It is the responsibility of entrants to ensure that they are able to access and read the email account that they used for their entry submission.

7. Unsuccessful entrants will not be contacted.

8. Entrants have the right to cancel their entry if they send a notice of cancellation by email to

9. The Administrators are entitled to assume that a request to cancel an entry purporting to be from an entrant is genuine; the Administrators reserve the right not to act on a cancellation request that purports to be made, not by an entrant, but on their behalf.

  1. The public announcement of winners of the Competition will be on 15th February 2016.
  2. Thereafter, the winning poems will be presented on the Amnesty International website and on other participating blogs and websites.
  3. Any decision of the Administrators, Judges or Amnesty International in respect of matters to do with the Competition will be final and no correspondence will be entered into unless initiated by Competition Administrators.

Copyright, privacy, and liability

  1. Copyright in their poems remains with the authors.
  2. However, by submitting an entry, the entrant grants a worldwide, royalty-free, irrevocable, and sub-licensable license to Amnesty International as the sole licensee to use, display, publish, transmit, copy, edit, alter, store, re-format and sub-license the entry on the Amnesty International website or elsewhere in whatever medium, language, performance, broadcast or form, for a period of thirty six months from the date of first publication on the Amnesty International website. This license does not preclude the author publishing the poem on his or her personal website or blog pages after the end of the Competition.
  3. By entering the Competition, you warrant that the personal information you provide in completing the entry form and in any subsequent dealings with the Competition is accurate. Personal information (including photographs) will only be used in administering the Competition and for related publicity purposes. When you provide this information you are giving your irrevocable consent for it to be used for this purpose, and for its transfer to any jurisdiction worldwide. Amnesty International will handle personal information in accordance with the provisions of English law (Data Protection Act 1998) and other applicable laws.
  4. Except for any liability that cannot be excluded at law, Amnesty International, the Administrators and Judges are not responsible for and exclude all liability (including negligence) for any personal injury, loss or damage (including loss of opportunity) whether direct, indirect, special or consequential, arising in any way including without limitation out of: (a) the publication by Amnesty International of the entry (or any part thereof) (b) any technical difficulties or equipment malfunction (whether or not under the Administrators' control) (c) any theft, unauthorised access or third party interference and (d) any entry that is late, lost, altered, damaged or misdirected (whether or not after their receipt by the Administrators).
  5. No entrant shall attempt to influence or induce any judge or Amnesty International staff in connection with the Competition.


  1. The Administrators reserve the right to hold void, suspend, cancel, or amend the Competition where it becomes necessary to do so.
  2. If any part of these terms and conditions is found to be unenforceable by a competent court all other terms shall remain in full force and effect and the severed term shall endure to the fullest extent permissible.
  3. Any failure by Amnesty International or the Administrators to implement or enforce any of the terms and conditions of the Competition of this shall not be deemed to be a waiver of the applicability or enforceability of that term or condition.
  4.  These terms and conditions are governed by English law. Entrants agree to submit any dispute arising out of these terms and conditions to the jurisdiction of the courts of England and Wales unless Amnesty International agrees otherwise. 
  5. The English Contracts (Rights of Third Parties) Act 1999 shall have no application to these terms and conditions whatsoever and neither the entrant nor Amnesty International to benefit any third party hereunder.

'மௌனித்த நிழல்கள்'

(இலங்கையில் கட்டாயமாகக் காணாமல் போகச் செய்தவர்கள் குறித்த கருவில்

(ஆங்கிலம், தமிழ் மற்றும் சிங்களத்தில்)


நியதிகள், விதிகள் மற்றும் நிபந்தனைகள் 


யார் நுழைய முடியும்

1.  போட்டிக் கவிதைகளை உலகின் எந்த இடத்தில் இருந்தும், ஆங்கிலத்திலோ, தமிழிலோ அல்லது சிங்களத்திலோ சமர்ப்பிக்கலாம்; போட்டியில் நுழைவதற்கு நீங்கள் ஓர் கவிஞராக இருக்க வேண்டிய அவசியமில்லை.

2.  எழுத்தாளர்கள், இலங்கையில் வசிக்கிற அந்நாட்டவர்களாகவோ அல்லது கடந்த ஆண்டுகளில் அங்கிருந்து புலம் பெயர்ந்தவர்களாகவோ இருந்தாக வேண்டும்.

3.  போட்டியில் நுழைபவர்கள் அனைவரும், போட்டிக்கான அவர்களது கவிதையைப் பதிவு செய்யும் போது, 14 வயதுடையவர்களாகவோ அல்லது அதற்கு மேற்பட்டவர்களாகவோ இருந்தாக வேண்டும். இப்போட்டியில் நுழையும் 18 வயதிற்குக் கீழான வயதுடையவர்கள், இதில் நுழைவதற்கும், பரிசு எதையும் கோருவதற்கும் பெற்றோர் அல்லது பாதுகாவலரின் எழுத்துப் பூர்வமான ஒப்புதலைப் பெற்றாக வேண்டும். போட்டி நிர்வாகிகள், வெற்றிபெற்றவரிடம் வயதிற்கான அத்தாட்சியை வழங்குமாறு கேட்கலாம்.

4.  பின்வரும் நபர்கள் இப்போட்டில் நுழையவோ அல்லது வேறு எவருக்கும் இப்போட்டியில் நுழைய உதவி செய்யாமலோ இருந்து கொள்ளலாம்:

  1. நிர்வாகிகள், நடுவர்கள், பணியாளர்கள், அம்னெஸ்டி இண்டெர்நேஷனலின் ஒப்பந்ததாரர்கள் அல்லது அவர்களது நெருங்கிய குடும்ப உறுப்பினர்கள்.


எவ்விதம் நுழைவது

1.   போட்டியில் நுழையும் அனைவரும்: என்ற மின்னஞ்சலிலேயே சமர்ப்பித்தாக வேண்டும்.

2.  அம்மின்னஞ்சலில், போட்டியில் நுழைபவரது பெயர், வசிக்கும் நாடு, சமர்ப்பிக்கிற கவிதையின் தலைப்பு, அதோடு ‘விதிகள் மற்றும் நிபந்தனைகளை நான் படித்துப் பார்த்துள்ளதோடு, அவற்றை ஏற்றுக் கொள்கிறேன்’ என்ற கூற்று ஆகியவை இருக்க வேண்டும்.

3.  அக்கவிதையையுமே, அதன் தலைப்போடு சேர்த்து, அம்மின்னஞ்சலுக்கானதோர் இணைப்பாகச் சேர்த்தே அனுப்பியாக வேண்டும் (கீழுள்ள அமைப்பு வடிவத் தேவைகளைப் பார்த்துக் கொள்ளுங்கள்) அதோடு அதில் எழுத்தாளரின் அடையாளத் தகவல் எதுவும் இருக்கக் கூடாது. இதற்கு இணங்கி நடக்கத் தவறுவது, தகுதிநீக்கம் செய்வதில் போய் முடிந்து விடும்.

4.  இப்போட்டியில் நுழைவதன் மூலமாக, தங்களது பெயரையும், கவிதையையும் உபயோகித்துக் கொள்வதற்கான அனுமதியை, இப்போட்டியில் நுழைபவர்கள் அம்னெஸ்டி இண்டெர்நேஷனலுக்குக் கொடுத்து விடுகிறார்கள்.

5.   தகுதி நீக்கம் செய்கிற நுழைவுகள் அல்லது காலக்கெடு வாக்கில் பெற்றுக் கொள்ளாத நுழைவுகளுக்கான பொறுப்பினை எக்காரணத்திற்காகவும் அம்னெஸ்டி இண்டெர்நேஷனல் ஏற்றுக் கொள்வதில்லை.

6.  சமர்ப்பிக்கிற ஒவ்வொரு கவிதைக்கும், ஒரு தனித்துவமான பார்வை எண்ணைக் கொடுத்து விடுவார்கள்.

7.  போட்டி நுழைவுகளைப் பெற்றுக் கொண்டதை உறுதிப்படுத்தி ஒப்புகைக் கடிதமும், அதோடு சேர்த்து, அதன் பார்வை எண்ணும், ஒரு தானியங்கி மின்னஞ்சலையும் எழுத்தாளருக்கு அனுப்பி வைப்பார்கள். நுழைவுகளைப் பெற்றுக் கொண்டது குறித்த வேறு எவ்வித தகவல் தொடர்பையும் அனுப்ப மாட்டோம்.



நுழைவுக் குறிப்புகளும், தேவைகளும்

1.  போட்டியில் நுழைபவர்கள், போட்டிக்கு ஒரே ஒரு கவிதையை மட்டுமே சமர்ப்பிக்க வேண்டும்.

2.  போட்டி நுழைவுகளை, 10 அளவு கொண்ட அல்லது அதைவிட பெரிய அளவு கொண்ட எழுத்துருக்களில் ஒரு பிடிஎஃப் (.pdf) கோப்பாகவே சமர்ப்பித்தாக வேண்டும் அதோடு அதன் கோப்பளவு 10 Mb அளவை மிஞ்சக் கூடாது. வேறு எந்த மின்னணு கோப்பு வடிவமைப்புகளையும் ஏற்றுக் கொள்ள மாட்டோம்.

3.  கவிதைகளை, எளிதாகப் படிக்க முடிகிற வகையில் அமைத்து, இடைவெளி விட்டிருக்க வேண்டும். இத்தகையத் தேவைகளையோர் போட்டி நுழைவு சந்திக்கவில்லை என்பதாக நடுவர்கள் தீர்மானிக்கிற பட்சத்தில், அந்த நுழைவைத் தகுதி நீக்கம் செய்து விடுவார்கள்.

4.  போட்டிக்காக நுழைவு செய்கிற கவிதைகள் அனைத்தும், அதிகபட்சம் 1000 வார்த்தைகள் நீளம் கொண்ட (தலைப்பு தவிர்த்து) ஒற்றைக் கவிதைகளாகவே இருந்தாக வேண்டும்.

5.  போட்டிக் கவிதைகளை ஆங்கிலத்திலோ, தமிழிலோ அல்லது சிங்களத்திலோ எழுதியாக வேண்டும்.

6.  கவிதைகள் ஒரு தனிப்பட்ட ஆசிரியரின் அசல் வேலைப்பாடாக இருந்தாக வேண்டும் (ஒரு நிறுவனத்தினுடையதாகவோ அல்லது மற்ற கூட்டாண்மை அல்லது கூட்டு நிறுவனத்தினுடையதாகவோ அல்லது குழு அல்லது ஸ்தாபனத்தினுடையதாகவோ இருக்கக் கூடாது)

7.  போட்டியில் நுழையும் கவிதைகள், அச்சிலோ, இணையத்திலோ அல்லது வானொலி ஒலிபரப்பு, ஒலிக் கோப்பு, தனிப்பட்ட வலைப்பதிவுகள், யூ டியூப் மற்றும் சமூக ஊடகம் போன்ற மற்ற வடிவம் எதிலோ, முழுவதுமாகவோ அல்லது பாதியாகவோ பிரசுரிக்காத வேலைப்பாடாக, முன்னமே பொதுமக்களுக்குத் தெரியச் செய்யாதவையாக இருந்தாக வேண்டும். கவிதைகள் போட்டி முடிவடையும் தேதியான 31 டிசம்பர் 2015 அன்று வரை தொடர்ந்து பிரசுரிக்காதவையாகவே இருந்தாக வேண்டும்.

8.  போட்டிக் கவிதைகள், கணினி நிரல் ஒன்றின் மூலமாக உருவாக்கியதாக (அதாவது, அங்கீகரிக்காதவையாக) இருக்கக் கூடாது.

9.  தாங்கள் பதிவு செய்துள்ள கவிதையின் நகல் ஒன்றை ஆசிரியர்கள் தங்களிடம் வைத்துக் கொண்டாக வேண்டும். கவிதையைப் போட்டிக்காகப் பதிவு செய்ததும், அக்கவிதையின் செய்தியை திரும்பப் பெறவோ, மாற்றவோ அல்லது திருப்பி அனுப்பவோ முடியாது.

  1. போட்டியில் நுழைபவர்கள்:
    1. தங்களது கவிதையை தாங்களே உருவாக்கியிருப்பதாகவும், அதற்கான உரிமைகள் அனைத்தையும் தாங்களே சொந்தமாக வைத்திருப்பதாகவும்
    2. அக்கவிதையில் உள்ள அனைத்து வர்த்தக முத்திரை, பதிப்புரிமை மற்றும் மற்ற அறிவுசார் சொத்துரிமைகளும் தாங்களுக்கு உரியவை என்றும்
    3. அக்கவிதை, விசமத்தனமானதோ, அவதூறானதோ, மற்றவர் கருத்தைத் திருடியதோ அல்லது வெறுப்பூட்டுவதோ அல்ல என்றும், நல்ல நம்பிக்கையிலேயே சர்ப்பிக்கிறார்கள் என்றும் உறுதியளிக்கிறார்கள்.
    4. ஒரே நேரத்தில் பல இடங்களுக்குக் கவிதைகளைச் சமர்ப்பிப்பதை அனுமதிக்க மாட்டோம் (அதாவது, சமர்ப்பித்துள்ள கவிதைகளைப் பரிசீலனை செய்யும் காலத்தின் போது எந்த நேரத்திலும், மற்ற பரிசுகள் மற்றும்/அல்லது பிரசுரங்களுக்காகக் கவிதைகளைச் சமர்ப்பிப்பது). ஒரு கவிதையானது, பிரசுரிப்பவர் அல்லது அலைபரப்புபவர் எவருக்குமான ஒப்பந்தத்தின் கீழாக இருக்கிறது என்றாலோ அல்லது அது பொதுமக்களுக்குக் கிடைக்கச் செய்யும் வகையில் ஏதேனும் ஒரு விதத்தில் இருந்தாலோ, அது தகுதியிழந்து விடும்.
    5. அனைத்து ஆசிரியர்களும், தங்களது பெயரையும், தொடர்பு விவரங்களையும் பதிவை வைத்துக் கொள்ளும் நோக்கங்களுக்காக வழங்கியாக வேண்டும். புனைப் பெயரின் கீழ் உங்கள் கவிதையைப் பிரசுரிக்க வேண்டும் என நீங்கள் விரும்பினால், போட்டிக்கான மின்னஞ்சல் கணக்கிற்கு உங்கள் கவிதையைச் சமர்ப்பிக்கும் போது நீங்கள் இதனைத் தெளிவாகச் சொல்லியாக வேண்டும்.
    6. போட்டியில் நுழையும் ஒவ்வொருவரும் தான், தவறான அல்லது பொய்யான தகவல்களை வழங்குவதினால் எழுகிற பின்விளைவுகளுக்கு முழுமையாகப் பொறுப்பாகிறார்கள். தவறான பெயரின் கீழாகவோ, மற்றவர் கருத்தைத் திருடியோ அல்லது தவறான தகவல்களைச் சேர்த்தோ சமர்ப்பிக்கிற எந்தவொரு கவிதையையும், போட்டியிலிருந்து தகுதிநீக்கம் செய்து விடுவோம்.  
    7. நிர்வாகிகள் விசமத்தனமானதாகவோ, அவதூறானதாகவோ, மற்றவர் கருத்தைத் திருடியதாகவோ, வெறுப்பூட்டுவதாகவோ அல்லது மற்றபடி அம்னெஸ்டி இண்டெர்நேஷனல், அதற்கு நிதியுதவியளிப்பவர்கள் மற்றும் ஆதரவாளர்கள் மற்றும் சமுதாயம், போட்டி அல்லது நடுவர்களின் புகழுக்குக் களங்கம் விளைவிப்பதாகவோ இருப்பதாகக் கருதுகிற அல்லது அவசியம் என நிர்வாகிகள் கருதுகிற மற்ற காரணம் எதற்காகவும், கவிதைகள் எதையும், அவர்கள் தகுதிநீக்கம் செய்வதற்கோ, ஏற்றுக் கொள்ள மறுப்பதற்கோ, பிரசுரிக்க மறுப்பதற்கோ அல்லது பிரசுரிப்பதை நிறுத்தி விடுவதற்கோ உரிமையுள்ளது.



இப்போட்டிக்கென்று நிதி சார்ந்த விருதுகள் எதுவும் இருக்காது ஆனால் வெற்றி பெறுகிற கவிதைகள் அனைத்தும் அம்னெஸ்டி இணையதளத்திலும், 2016 ஆம் ஆண்டில் அம்னெஸ்டி இண்டெர்நேஷனல் பிரசுரிக்கவிருக்கிற அக்கவிதைகளின் மும்-மொழிப் புத்தகத்தின் நகல்களிலும் இருக்கும் அதோடு அவற்றை அவற்றின் எழுத்தாளர்கள் அனைவருக்கும் அனுப்பி வைப்போம்.


போட்டி ஆரம்பிக்கும் தேதி, முடிவுத் தேதி மற்றும் தீர்ப்பு

1.  போட்டிக்கான கவிதைகளை 00:01 ஜிஎம்டீ, 31 ஆகஸ்ட் 2015 முதல் 23:59 ஜிஎம்டீ, 31 டிசம்பர் 2015 வரை சமர்ப்பிக்கலாம். மேலுள்ள வடிவமைப்புத் தேவைகளைப் பார்த்துக் கொள்ளுங்கள்.

2.  கவிதைகளை அநாமதேயமாகவே தீர்ப்பளிக்கப்படும்பார்கள்.

3.  ஒவ்வொரு மொழிக்கும், பெயர் பெற்ற கவிஞர்களையும், இலக்கியப் பெரும்புள்ளிகளையும் கொண்டதோர் நடுவர் குழுவினர் இருப்பார்கள். அவர்களை அம்னெஸ்டி இணையதளத்தில் பட்டியலிடுகிறோம். எதிர்பாராத சூழ்நிலைகள் நடுவர்களை மாற்ற வேண்டியதை அவசியமாக்குகிற பட்சத்தில், அவர்களை மாற்றிக் கொள்வதற்கான உரிமை நிர்வாகிகளுக்கு இருக்கின்றது.

4.  போட்டியில் நுழைபவர்களின் பெயர்களை, முன்னதாகவே நடுவர்களுக்குக் கொடுக்க மாட்டோம். ஒவ்வொரு நடுவர் குழுவினரும், ஒவ்வொரு மொழியிலும் 10 முதல் 15 வரையிலான வெற்றி பெறும் கவிதைகளைத் தேர்ந்தெடுப்பார்கள்.

5.  போட்டியில் வெற்றி பெற்றவர்களை அறிவிப்பதற்குக் குறைந்தது ஒரு வாரத்திற்கு முன்பாவது வெற்றி பெற்றவர்களுக்கு மின்னஞ்சல் வாயிலாக அறிவித்து விடுவோம். அவர்கள் அநாமதேயமாகவே இருந்து கொள்ள விரும்பினால் ஒழிய – புகைப்படம் ஒன்றை வழங்குமாறு அவர்களிடம் கேட்டுக் கொள்வோம்.

6.  கவிதைப் போட்டியில் நுழையச் சமர்ப்பித்ததற்கு உபயோகித்த மின்னஞ்சல் கணக்கை அணுகவும், வாசிக்கவும் அவர்களால் இயலுகிறது என்பதை உறுதி செய்து கொள்வது, போட்டியில் நுழைகிறவர்களின் பொறுப்பேயாகும்.

7.  போட்டியில் வெற்றி பெறாதவர்களைத் தொடர்பு கொள்ள மாட்டோம்.

8.  போட்டியில் நுழைந்தவர்கள் என்ற முகவரிக்கு இரத்து செய்யும் அறிவிப்பு ஒன்றை அனுப்பி வைப்பார்கள் என்றால், அவர்களுக்குத் தங்களது கவிதையை இரத்து செய்து கொள்வதற்கான உரிமை உள்ளது

9.  கவிதைப் போட்டியில் நுழைந்த ஒருவரிடமிருந்து வந்ததாகப் பொருள்படுகிற, கவிதை ஒன்றை இரத்து செய்வதற்கான வேண்டுகோள் ஒன்றை அசலானது தான் என யூகித்துக் கொள்வதற்கான உரிமை நிர்வாகிகளுக்கு இருக்கின்றது; போட்டியில் நுழைந்தவர் அல்லாமல் அவர் சார்பாகச் செய்ததாகப் பொருட்படுத்துகிற இரத்து செய்யும் வேண்டுகோள் மீது நடவடிக்கை எடுக்காமல் இருப்பதற்கான உரிமை நிர்வாகிகளுக்கு இருக்கின்றது.

  1. போட்டியில் வெற்றி பெற்றவர்கள் குறித்த பொது அறிவிப்பு, 15  பிப்ரவரி 2015 அன்று இருக்கும்.
  2. அதன்பிறகு, வெற்றி பெற்ற கவிதைகளை அம்னெஸ்டி இண்டெர்நேஷனல் இணையதளத்திலும், பங்கேற்கிற மற்ற வலைப்பதிவுகளிலும், இணையதளங்களிலும் இடுவோம்.
  3. போட்டி சம்பந்தமாகச் செய்ய வேண்டிய விடயங்கள் சம்பந்தமாக, நிர்வாகிகள், நடுவர்கள் அல்லது அம்னெஸ்டி இண்டெர்நேஷனலின் முடிவு எதுவுமே இறுதியானதாக இருக்கும் அதோடு போட்டி நிர்வாகிகள் துவக்கினால் ஒழிய, வேறு எந்தத் தகவல் தொடர்பையும் ஊக்குவிக்க மாட்டோம்.


பதிப்புரிமை, அந்தரங்கம், மற்றும் கடப்பாடு

1.  ஆசிரியர்களின் கவிதைகளில் உள்ள பதிப்புரிமை அவர்களிடமே தொடர்ந்து இருக்கிறது.

5.  போட்டி தொடர்பாக போட்டியில் நுழையும் எவரும், நடுவர் எவரையுமோ அல்லது அம்னெஸ்டி இண்டெர்நேஷனல் ஊழியர் எவரையுமோ ஆதிக்கம் செலுத்தவோ அல்லது தூண்டவோ முயலக் கூடாது.



1.  போட்டியை ஒன்றுமில்லாததாகச் செய்வது, தற்காலிகமாக நிறுத்தி வைப்பது, இரத்து செய்வது, அல்லது திருத்துவது அவசியமாகிற போது, அதனை அவ்வாறு செய்து கொள்வதற்கான உரிமை நிர்வாகிகளுக்கு இருக்கின்றது.

2.  இத்தகைய விதிகள் மற்றும் நிபந்தனைகளின் பகுதி எதையும், அதிகாரம் கொண்டுள்ள நீதிமன்றம் ஒன்று அமல்படுத்த முடியாததாகக் காண்கிற பட்சத்தில், மற்ற அனைத்து விதிகளும் அமலிலேயே இருக்கும் அதோடு துண்டித்த அவ்விதி அனுமதித்துள்ள அதன் முழுமையான அளவிற்குச் செயல்படும்.

3.  இந்தப் போட்டியின் விதிகள் மற்றும் நிபந்தனைகளில் எதையும் நடைமுறைப்படுத்துவதற்கு அல்லது அமல்படுத்துவதற்கு அம்னெஸ்டி இண்டெர்நேஷனல் அல்லது நிர்வாகிகள் தோற்றுப் போவது எதுவும், அந்த விதி அல்லது நிபந்தனையின் பயன்படும் தன்மை அல்லது அமல்படுத்தும் தன்மையைத் தள்ளுபடி செய்தது என நிதானிக்கக் கூடாது.

4.   இத்தகைய விதிகள் மற்றும் நிபந்தனைகளை ஆங்கிலேயச் சட்டமே கட்டுப்படுத்துகிறது. போட்டியில் நுழைபவர்கள், இத்தகைய விதிகள் மற்றும் நிபந்தனைகளில் இருந்து எழுகிற எந்தவொரு தகராறையும், அம்னெஸ்டி இண்டெர்நேஷனல் வேறு விதமாக ஒப்புக் கொண்டால் ஒழிய, இங்கிலாந்து மற்றும் வேல்ஸின் நீதிமன்றங்களின் ஆட்சி எல்லைக்குள் சமர்ப்பிக்கவே ஒப்புக் கொள்கிறார்கள். 

5.  ஆங்கிலேயே ஒப்பந்தங்கள் (மூன்றாம் தரப்பினரின் உரிமைகள்) சட்டம் 1999, இத்தகைய விதிகள் மற்றும் நிபந்தனைகளுக்கு, அது எதுவாயிருந்தாலும் பொருந்தாது அதோடு போட்டியில் நுழைபவரோ அல்லது அம்னெஸ்டி இண்டெர்நேஷனலோ இதன் கீழ் எந்த மூன்றாம் தரப்பினரையும் பலனடையச் செய்யப்போவதில்லை.

ඇම්නෙස්ටි ජාත්‍යන්තරයේ ප්‍රධානත්වයෙන් පැවැත්වෙන  කාව්‍ය රචනා තරඟය

‘නිහඬ කළ සෙවනැලි’

නීති සහ කොන්දේසි


අයදුම් කරුවන් සඳහා වන කොන්දේසි:


01.   ලෝකයේ මොනයන්ම හෝ ස්ථානයක සිට ඉංග්‍රීසි, දෙමළ හෝ සිංහල භාෂාවෙන් ඔබගේ නිර්මාණය ඉදිරිපත් කළ හැක. තරගයට ඇතුල්වීම වීම සඳහා වෘත්තීය මට්ටමේ කාව්‍ය රචකයකු වීම අනිවාර්ය නොවේ.

02.    රචකයන් ශ්‍රී ලාංකිකයන් වීම අනිවාර්ය වන අතර ශ්‍රී ලංකාව තුළ හෝ  වෙනත් රටකට සංක්‍රමණය වූ රචකයන්ට සිය නිර්මාණය ඉදිරිපත් කළ හැක. 

03.   තරගය සඳහා අයදුම් කරන සියලු දෙනා වසර දහහතර හෝ දාහතරට ඉහළ වයස් කාණ්ඩයකට අයත් විය යුතු වේ. වයස දහඅටට අඩු නිර්මාණකරුවන් හැට තරගයට ඉදිරිපත් වීමට හෝ ත්‍යාග ලබා ගැනීම සඳහා සිය මව, පියා හෝ භාරකරුගෙන් ලිඛිත අවසර ලබා ගත යුතු වේ. අවශ්‍ය වුවහොත්, වයස තහවුරු කර ගැනීම සඳහා ජයග්‍රාහකයන් හට තරග සංවිධායකයන් වෙත පිළිගත් හැඳුනුම්පතක් ඉදිරිපත් කළ යුතු වේ. 

04.   පහත දැක්වෙන අය තරගය සඳහා ඉදිරිපත් වීමෙන් හෝ ඉදිරිපත් වන වෙනත් අයකුට සහාය ලබා දීමෙන් වැළකී සිටිය යුතු වේ. එනම් ඇම්නෙස්ටි ජාත්‍යන්තරයේ පරිපාලනය භාර තනතුරු දරන්නන්, විනිසුරුවරුන්, සේවකයන් හෝ කොන්ත්‍රාත්කරුවන් සහ ඉහත කී සියලු තනතුරු දරන පුද්ගලයන්ගේ පවුලේ සාමාජිකයින්.




නිර්මාණ යොමු කරන ආකාරය


01. යන ඊ මේල් ලිපිනයට  නිර්මාණ සියල්ල යොමු කළ යුතුයි.

02.  ඇතුල්වීමේ ආකෘති පත්‍රය සහ තරගයට ඉදිරිපත් කෙරෙන කාව්‍ය නිර්මාණයේ මාතෘකාව ඊමේල් පණිවිඩය තුල ඇතුලත් විය යුතු වේ.

03.  කාව්‍ය නිර්මාණය සහ ඊට අදාළ මාතෘකාව ඊමේල් පණිවුඩය සමග අමුණා (attachment) එවිය යුතුයි. නිර්මාණකරුගේ අනන්‍යතාවය පිළිබඳ තොරතුරු එහි අඩංගු නොවිය යුතු අතර එම අවශ්‍යතා සපුරාලීමට අපොහොසත් වුවහොත් තරගයට සහභාගී වීමට ඇති අවස්ථාව අහිමි වේ.

04.  තරඟයට ඇතුල්වන නිර්මාණකරුගේ නම සහ කාව්‍ය නිරමාණය භාවිතා කිරීමට ඇම්නෙස්ටි ජාත්‍යන්තරයට අවසර ලැබේ.

05.  සුදුසුකම් නොලැබූ නිර්මාණ හෝ කුමන යම් හේතුවක් මත නියමිත දිනට පසු යොමු කරන ලද නිර්මාණ සම්බන්ධයෙන් ඇම්නෙස්ටි ජාත්‍යන්තරය වගකියනු නොලැබේ.

06.  තරඟය සඳහා ඉදිරිපත් කරන සෑම කාව්‍ය නිර්මාණයක් සඳහාම විශේෂිත යොමු අංකයක් ලබා දෙනු ලැබේ.

07.   තරඟයට සහභාගී වීමට ඇති හැකියාව තහවුරු කොට නිර්මාණයට අදාළ යොමු අංකය සඳහන් ඊමේල් පණිවුඩයක් නිර්මාණකරුට ලැබෙනු ඇති අතර වෙනත් කිසිඳු ලිපියක් මාර්ගයෙන් ඒ පිළිබඳව දැනුම් දීමක් කරනු නොලැබේ.  


ඇතුලත් වීම හා සම්බන්ද විශේෂිත කරුණු සහ සපුරාලිය යුතු අවශ්‍යතා:


01.  එක් නිර්මාණකරුවකුට තරඟය සඳහා ඉදිරිපත් කළ හැක්කේ එක් කාව්‍ය නිර්මාණයක් පමණි.

02.  එම කාව්‍ය නිර්මාණ යොමු කළ යුත්තේ PDF ලිපිගොනුවක් වශයෙන් වන අතර අක්ෂරවල විශාලත්වය (font size) ඒකක10 ක් හෝ ඊට වැඩි විය යුතුය. එම ලිපිගොනුවේ විශාලත්වය 10Mb නොයික්මවිය යුතුය. PDF හැර වෙනත් කිසිඳු ඉලෙක්ට්‍රොනික ආකෘතියක් අනුමත කරනු නොලැබේ.

03.  වචන සහ පේළි අතර නියමිත පරතරය  ඇතිව කියවීමට පහසු වන අයුරින් කාව්‍ය නිර්මාණය සැකසිය යුතු වේ. මෙම සුදුසුකම් සපුරාලීමට අපොහොසත් වන නිර්මාණ වින්ශ්චය මණ්ඩලය විසින් ප්‍රතික්ෂේප කරනු ලැබේ.

04.   ඉදිරිපත් කරන සෑම නිර්මනයක්ම වචන දාහකට නොඅඩු තනි නිර්මාණයක් විය යුතු වේ.(මාතෘකාව හැර)

05.  සෑම නිර්මාණයක්ම ඉංග්‍රීසි, දෙමළ හෝ සිංහල මාධ්‍යෙන් ඉදිරිපත් කළ යුතු වේ.

06.   ඉදිරිපත් කරනු ලබන නිර්මාණය අදාළ තනි රචකයාගේ ස්වකීය නිර්මාණයක් විය යුතුය.( කිසිඳු ආයතනයකට, කණ්ඩායමකට හෝ ඒකාබද්ධ සංවිධානයකට අයත් නොවන)

07.  ඉදිරිපත් කරන ලද නිර්මාණ මින් පෙර ප්‍රකාශිත නිර්මාණ නොවිය යුතු අතර  සම්පුර්ණයෙන් හෝ කොටස් වශයෙන් මුද්‍රිත මාධ්‍ය, අන්තර්ජාලය හෝ ගුවන් විදුලිය, හඬ පට, පෞද්ගලික බ්ලොග් පිටු, යු ටියුබ්, සමාජ ජාල මගින් ප්‍රසිද්ධියට පත් නොකළ නිර්මාණ විය යුතුයි. තරඟය නිමා වීමට නියමිත 2015 දෙසැම්බර් 31 වනදා වන තෙක්ම එම නිර්මාණ ප්‍රකාශිත වී නොතිබිය යුතුය.

08.  ඉදිරිපත් කරන නිර්මාණ පරිගණක වැඩසටහනක් ආධාරයෙන් සැකසූ (ලියවුනු) නිර්මාණ නොවිය යුතුය.

09.  ඉදිරපත් කළ නිර්මාණයේ පිටපතක් නිර්මාණකරු සතුව විය යුතු අතර තරඟයට ඇතුලත් වූ පසු නිර්මාණයේ අන්තර්ගතයේ කිසිඳු වෙනසක් සිදු කළ නොහැක.

10.  පහත දැක්වෙන කරුණු සම්බන්ධයෙන් නිර්මාණකරු වගකිව යුතු වේ.

            01 ඉදිරිපත් කරන නිර්මාණය තම ස්වකීය නිර්මානයක් වන බවත් එහි සියලුම හිමිකම් තමා සතු බව.

            02 නිර්මාණයේ අන්තර්ගත සියලු වෙළඳ සලකුණු, කතෘ අයිතිය සහ බුද්ධිමය දේපළ අයිතිය නිර්මාණකරු සතු බව.


            03   ද්වේශසහගත, නින්දාසහගත, කෝපකරී හෝ වෙනත් නිර්මාණයකට අයත් නොවන සත්භාවයෙන් යුතුව ඉදිරිපත් කරනු ලබන නිර්මාණයක් බව.


11.  සමකාලික යොමු කිරීම්වලට අවසර නොලැබේ.(අදාළ කාලය ඇතුලත ත්‍යාග සඳහා හෝ වෙනත් ප්‍රකාශන සඳහා යොමු කිරීම ඇතුලත්ව) යම් හෙයකින් කිසියම් නිර්මාණයක් ප්‍රකාෂකයකු, ප්‍රචාරක ආයතනයක ගිවිසුමකට යටත්ව හෝ අන් කිසිඳු ආකාරයකින් ප්‍රසිද්ධියට පත් වුවහොත් එය තරඟයට සුදුසුකම් නොලබයි.

12.  වාර්තා තබා ගැනීම පිණිස සියලුම නිර්මාණකරුවන් සිය නම සහ සම්බන්ධ කර ගැනීමට අදාළ තොරතුරු(දුරකථන අංකය ආදී) සැපයිය යුතුය. යම් හෙයකින් අන්වර්ත නාමයකින් ඔබේ නිර්මාණය ප්‍රකාශිත විය යුතු නම් එය තරඟ ඊමේල් ලිපිනය වෙත නිර්මාණය යොමු කරන අවස්ථාවේදීම පැහැදිලිව සඳහන් කළ යුතු වේ.  

13.   ව්‍යාජ හෝ නොමඟ යවන සුළු තොරතුරු ඉදිරිපත් කිරීමෙන් ඇති විය හැකි අනිසි ප්‍රතිපල සඳහා අදාළ තරඟකරුවන් සම්පුර්ණ වගකීම දැරිය යුතු වේ. නිර්මාණ ව්‍යාජ නමකින් ඉදිරිපත් කරණ, අනුන්ගේ නිර්මාණ ඉදිරිපත් කරණ හෝ ව්‍යාජ තොරතුරු ඉදිරිපත් කරණ තරඟකරුවන් තරඟයෙන් ඉවත් කෙරේ.

14.    සොරකම් කළ නිර්මාණ, කෙනෙකු අපහසුවට පත් කෙරෙන නිර්මාණ හෝ ඇම්නස්ටි ජාත්‍යන්තරයේ ගෞරවයට එහි දායකයන්ට හා සහයෝගය දක්වන්නන්ට හෝ ප්‍රජාවන්ට, තරඟය හෝ විනිසුරුවන් හෝ නිර්මාණ සම්බන්ධයෙන් තරඟය මෙහෙයවන්නන්ට කවර අයුරකින් හෝ හානි පමුණුවන,  වෛරී හෝ අපහාසාත්මක නිර්මාණය භාර නොගැනීමට, නිර්මාණ පළ කිරීම ප්‍රතික්ෂේප කිරීම හෝ පළ කිරීමෙන් වැළකීමට, තරඟකරුවන් අසාදුගත කිරීමට, තරඟය මෙහෙයවන්නන් පුර්ණ අයිතිය තබා ගනී.    



කිසිදු මූල්‍යමය ත්‍යාගයක් පිරිනොනැමෙන මේ තරඟයේ සියලු ජයග්‍රාහී කවි නිර්මාණ ඇම්නස්ටි වෙබ් අඩවියේ හා 2016 මුද්‍රණය කෙරෙන ත්‍රෛභාෂා පොතෙහි මුද්‍රණය කෙරේ. එහි පිටපත් ජයග්‍රාහකයින්ට ‍යැවෙනු ඇත. 


තරඟය ඇරඹෙන දිනය, අවසන් වන දිනය හා විනිශ්චය 

1. තරඟය සඳහා නිර්මාණ භාර ගැනෙන්නේ 2015 අගෝස්තු 31 ග්‍රිනිච් මධ්‍යාහ්න වේලාවෙන් 00.01 සිට  2015 දෙසැම්බර් 31 ග්‍රිනිච් මධ්‍යාහ්න වේලාවෙන් 23.59 දක්වායි. ආකෘතිය සඳහා ඉහත තොරතුරු බලන්න. 

2. සියලු කවි අඥාතව විනිශ්චය කෙරේ. 

3. සෑම භාෂා අංශයක් සඳහාම නමගිය කලාකරුවන් හෝ කවියන් ගෙන් සමන්විත විනිසුරු මඩුල්ලක් පත් කෙරේ. ඔවුන් ගැන විස්තර ඇම්නස්ටි වෙබ් අඩවියෙ පළ කෙරේ, තරඟය මෙහෙයවන්නන් විනිසුරුවන් වෙනස් කීරීම සඳහා අයිතිය තබා ගන්නේ වැළැක්විය නොහැකි පෙරනොදකින හේතූන් මත එසේ කිරීම සඳහාය. 

4. තරඟකරුවන්ගේ නම් විනිසුරුවන්ට කල් තියා ලැබෙන්න සළස්වන්නේ නැත. සෑම විනිසුරුමඩුල්ලක් ම කවි 10ත් 15ත් අතර ප්‍රමාණයක් ජයග්‍රාහී කවි ලෙස තෝරා ගැනු ඇත. 

5. අවසාන තරඟ ජයග්‍රාහකයින් දැනුම් දීමට අඩුම වශයෙන් සතියකට පෙර ජයග්‍රාහකයන්ට ඒ පිළිබඳව ඊ-මේම් මගින් දැනුම් දෙනු ඇත. ඔවුන්ගේ ඡායාරූපයක් ලබාදෙන මෙන් ඉල්ලා සිටිනු ඇත- ඔවුන් නිර්නාමිකව සිටිනවානම් එසේ කළ හැකිය. 

6. තමන් තරඟයට ඉදිරිපත් වීමේදී භාවිතා කරන ඊ මේල් ලිපිනය දිගටම භාවිතා කිරීම හා ඒ මගින් ඊ මේල් කියවීම තරඟ කරුවන්ගේ වගකීමකි. 

7. ජයග්‍රහණය නොකළ තරඟ කරුවන් වෙත කිසිදූ දැනුම් දීමක් නොකෙරෙනු ඇත.

8. වෙත දැනුම් දීමෙන් තරඟකරුවන්ට තරඟයෙන් ඉවත් විය හැකිය.

9. තරඟකරුවෙක් තරඟයෙන් ඉවත් වීමට ඉල්ලුම්කරන විට එය සත්‍ය ඉල්ලීමක් බවට උපකල්පනය කිරීමට තරඟය මෙහෙයවන්නන්ට අයිතිය ඇත. තරඟ මෙහෙයවන්නන් තරඟ කරුවන් නොවෙන පාර්ශව වලින් තරඟක්කරුවන් ඉවත් කරන ලෙස කෙරෙන ඉල්ලීම් නොසළකා කටයුතු කිරීමට ද අයිතිය ඇත.

10. 2016 -02- 15 දින ජයග්‍රාහකයින් ගේ නම් ප්‍රසිද්ධ කරනු ඇත. 

11. ඉන් පසුව ජයග්‍රහණය කරන කවි ඇම්නස්ටි වෙබ් අඩවියේ හා අනෙකුත් සහභාගී වන බ්ලොග් හා වෙබ් අඩවි වල පළ වෙනු ඇත. 

12. තරඟය පිළිබඳ තරඟය මෙහෙයවන්නන්, විනිසුරුවන් හෝ ඇම්නස්ටි ජාත්‍යන්තරයේ කෙනෙකු හා තරඟය සම්බන්ධයෙන් ගන්නා තීරණ පිළිබඳ තරඟ සංවිධායකයන් විසින් ඇරඹුවොත් හැර, අන් කිසිදු සන්නිවේදනයක් කළ නොහැකිය. 


කතෲත්වය, රහස්‍යභාවය, වගකීම 

1. කවි පිළිබඳ සියළු අයිතිය කතුවරු සතුය. 

2. කෙසේ වෙතත්, කවියක් ඉදිරිපත් කීරීම මගින්, තරඟ කරුවන්, ලෝකව්‍යාප්ත, ආපසු ලබාගත නොහැකි, වෙන අයට පැවරීය හැකි  ඒ සාර්වත්‍රික අයිතිය විසින් නිර්මාණයක්, භාවිතයට, ප්‍රදර්ශනය කිරීමට, විකාශයට, පිටපත් කිරීමට, සංස්කරණයට, වෙනස් කිරීමට, ගබඩාකිරීමට, ආකෘතිය වෙනස් කිරීමට, හා අනු-අවසර ලබාදීමට හා ඇම්නස්ටි ජාත්‍යන්තරයේ වෙබ් අඩවියෙ අන්තර්ගත කිරීමට හෝ වෙනත් තැනෙක, වෙනත් මාධ්‍යයක, භාෂාවක්, ප්‍රසංගයක, විකාශකය හෝ වෙනත් ආකෘතියක ඇම්නස්ටි වෙබ් අඩවියේ පළ වී මාස තිස් හයක කාලයක් සඳහා අවසරයක් ඇම්නස්ටි ජාත්‍යන්තරය වෙත පවරන්නේය. මෙම අවසරය මගින් තරඟකරුවා තරඟය අවසන් වූ පසුව සිය නිර්මාණය පුද්ගලික වෙබ් අඩවියෙ හෝ බ්ලොග් අඩවියේ පළ කිරීම අවහිර නොකරයි. 

3. තරඟයට ඉදිරිපත් වීම මගින්, ඔබ විසින් ආකෘතිපත්‍රය පුරවමින් සපයන පුද්ගලික තොරතුරු හා පසුව ඉල්ලන විටක සපයන තොරතුරු නිවැරදි හා සත්‍ය විය යුතුය. පුද්ගලික තොරතුරු [ඡායාරූප සමග] තරඟයේ පරිපාලන හා ප්‍රචාරක කටයුතු සඳහා පමණක් යොදාගත හැකිය. ඔබ මේ තොරතුරු සපයන විට එමගින් ඔබ නැවත අවලංගු කළ නොහැකි අනුමැතියක ලබා දෙන්නේ, එකී කටයුත්ත සඳහා මතු නොව ලෝක ව්‍යාප්තව ඕනෑම ප්‍රදේශමය අධිකාරියක් යටතේ භාවිතයට යැවීම ද සඳහාය.  ඇම්නස්ටි ජාත්‍යන්තරය, පුද්ගලික තොරතුරු පරිපාලනය කරන්නේ ඉංගිරිසි නීතියේ 1998 දත්ත ආරක්ෂා කිරීමේ පනත ප්‍රකාරව හා අනෙකුත් අදාළ නීති අනුවය. 

 4. නීතිය විසින් බැහැරකළ නොහැකි වගකීම් හැරුණු කොට, ඇම්නස්ටි ජාත්‍යන්තරය, තරඟ පරිපාලකයින්, විනිසුරුවන් සියළු වගකීම්(නොසැළකිල්ල ද ඇතුළත්ව ) වලින් නිදහස් කෙරේ, පුද්ගලික අනර්ථයන්, පාඩු හෝ හානි (අවස්ථා නැති වීම ද ඇතුළත්ව , සෘජු, වක්‍ර, විශේෂ හෝ පසුආවර්තී, කවර හේතුවකින් හෝ පැනනගින, හා සීමා නොකරන ඒ.) තරඟයට ඇතුලත් නිර්මාණය පළ කිරීම, (හෝ එහි කොටසක්) බී.) තාක්ෂණික දෝෂ හෝ උපකරණ දෝෂ (පරිපාලකයින්ගේ පාලනය යටතේ පවතින හෝ ඉන් පිට පවතින ) සී.) සොරකමක් හෝ අවසර නැතිව යොමු වීමක් හෝ තෙවෙනි පාර්ශවයක මැදිහත් වීමක් ඩී.) ප්‍රමාද වූ, අස්ථාන ගත වූ, වෙනස් කළ, හානිවූ හෝ වෙන අතකට යොමුකළ (පරිපාලකයන්ට ලැබීමට පෙර හෝ පසුව ) එයට ඇතුළත්ය.


5. කිසිදු තරඟ කරුවෙක් විනිසුරුමඩුල්ල, ඇම්නස්ටි ජාත්‍යන්තරය වෙත බලපෑම් කිරිමට උත්සාහ නොකළ යුතුය.

ඉංගිරිසි කොන්ත්‍රාත් නීතිය (තෙවෙනි පාර්ශවයන්ගේ අයිතීන්) පනත 1999, විසින් මේ තරඟයේ නීති හා කොන්දේසිමින් ආවරණය නොකෙරේ. මින් පසුව, තරඟ කරුවන් හෝ ඇම්නස්ටි ජාත්‍යන්තරය තෙවෙනි පාර්ශවයක් වෙත ප්‍රතිලාභ ලාබා දෙන්නේ නැත.


පොදු කරුණු

1. අවස්ථාවෝචිතව තරඟය ශූන්‍ය කිරීමට, නැවැත්වීමට, අවලංගු කිරීමට, හෝ වෙනස් කිරීමට පූර්ණ බලය තරඟ සංවිධායකයින් සතුය.

2. මේ නීති හා කොන්දේසි වල කොටසක් බලය ඇති අධිකරණයක් විසින් බල රහිත බවට තීරණය කළ විට, ඒකී කොටස හැර අනිත් කොටස් පූර්ණ බල සහිතව හා ඉඩ ඇති පූර්ණ අධිකාරිය ඇතිව බලාත්මක වේ.

5. 1999 ඉංගිරිසි කොන්ත්‍රාත් (තෙවෙනි පාර්ශවයන්ගේ අයිතිවාසිකම්) පනත ඉහත නීති හා කොන්දේසි මත කිසිදු අයුරකින් යොදාගත නොහැකි අතර තරඟකරුවන් හෝ ඇම්නස්ටි ජාත්‍යන්තරය විසින් මින්පසු කිසිදු තෙවෙනි පාර්ශවයක ප්‍රතිලාභය සඳහා ද යොදාගත නොහැකිය.

Judges' Biographies


Indran Amirthanayagam writes in English, French, Spanish, Portuguese and Haitian Creole and has published eleven books. Indran has contributed to the poetry of international migration since he left Sri Lanka, ‘a bloodied, tsunami'd, paradise become exporter of nostalgia, immigrants, contributing to the principal myth of our time’. Thomas Keneally has said, "Indran Amirthanayagam is above all the poet of the bloody Sri Lankan conflict and division. His work honours the sufferings of the living and the injustices dealt the dead, and for any reader, as good poetry always does, it speaks for itself, for humanity in general, and rings with its own universal authenticity and grace."

Minoli Salgado is a writer and academic of Sri Lankan descent who was born in Kuala Lumpur. She grew up in Sri Lanka, South East Asia and England, and is a Senior Lecturer in English at the University of Sussex where she teaches Postcolonial Literature. She has published widely in postcolonial studies and is the author of Writing Sri Lanka, the first monograph on Sri Lankan literature in English in relation to the civil war. In 2012 she was selected as the Olympic poet for Sri Lanka in London's Poetry Parnassus and won the inaugural SI Leeds Literary Prize for her debut novel A Little Dust on the Eyes.

Roma Tearne is a Sri Lankan-born artist and writer. Her first novel, Mosquito, was shortlisted for the 2007 Costa Book Awards. Her other novels are: Bone China (2008), Brixton Beach (2009), The Swimmer (2010), long-listed for the Orange Prize 2011, and The Road to Urbino (2012). Roma trained as a painter, completing her MA at the Ruskin School of Drawing and Fine Art, Oxford. In 2002 she was Artist in Residence at the Ashmolean Museum, Oxford. In 2006 she was awarded an Arts & Humanities Research Council Fellowship to work with museums on a project accessing narrative within their collections. She has had many international exhibitions of her own work and is currently a Fellow of Oxford Brookes University.

Seni Seneviratne is of English and Sri Lankan heritage. She gives readings of her poems, performances and workshops in UK, US, Canada, South Africa, Kuwait and Egypt. She currently works as a freelance writer, trainer and mentor. Her debut collection, Wild Cinnamon and Winter Skin, includes a poem Highly Commended in the Forward Poetry Prize. Her second collection, The Heart of it, was described as  “a tender, moving collection full of passionate intensity and an unswerving faith in the power of reconciliation and love”. In 2012 Seni gave two papers at international conferences: Speaking the Unspeakable through Poetry: The Search for a Place of Healing and Witness after Trauma; and Writing and Reconciliation: Identity, Displacement and Narrative in Sri Lanka.


R. Cheran was born in Alaveddy in Jaffna, Sri Lanka, and began writing poetry at an early age. He has published fifteen books of poetry in Tamil. His two early collections Irandaavathu suriya uthayam (The second sunrise) (1982) and Yaman (God of Death) (1984), together with an anthology of Tamil resistance poems, Maranatthul vaalvom (Amidst death, we live) which he edited in 1985, are all landmarks in contemporary Tamil poetry. Miindum kadalukku (Once more, the sea) was published in 2004 and his latest collection in English, In a Time of Burning, received the English PEN award and a major reading tour of the UK in 2013. He is currently a professor in the Department of Sociology and Anthropology at the University of Windsor, Canada.

Dr. M.A. Nuhman is a Retired Professor of Tamil at the University of Peradeniya and a well-known scholar, poet, literary critic, linguist and creative translator in Tamil. He has taught linguistics, Tamil language and literature at several universities in Sri Lanka and abroad. As an author, editor and translator he has published thirty-five books in Tamil as well as in English including three collections of his poems and four collections of poems in translation, apart from a large number of articles and poems published in various journals and magazines. His non-poetry books include Marxism and Literary Criticism (1985, 2014), Communication, Language and Modernization (1993), Language and Literature (2006), A contrastive Grammar of Tamil and Sinhala Noun Phrase (2000), Lankan Mosaic: Translation of Sinhala and Tamil Short Stories (Co Ed. 2002) and Sri Lankan Muslims: Ethnic Identity within Cultural Diversity (2007).

Swaminathan Wimal is a senior lecturer in the University of Jaffna Faculty of Arts. For more than twenty years he has been translating modern Tamil literature  - short stories and novels - into Sinhalese. He is the author of three books of nonfiction and five books of translations from Tamil to Sinhalese; a ninth book, of Tamil poetry, is about to be published.

Professor Sitralega Maunaguru is a feminist, critic and scholar.  She is a retired Professor from the Eastern University Sri Lanka, teaching for over 30 years at the University of Jaffna and at the Eastern University. Her continuing research interests are gender, Tamil literature, and folklore. She has been the founder member of a number of organizations focused on women’s rights and social justice and continues to work with Suriya Women’s Development Centre in Batticaloa. Sitralega compiled the first collection of women’s poetry in Tamil in 1986, Sollathe Sethikal (Messages Unspoken).  She has edited four collections of Tamil women’s poetry and continues to encourage young women writing in Tamil to develop themselves as creative writers.

V.I.S. Jayapalan, born in Uduvil, Jaffna, began writing in the 1970s and published his first collection in 1986. He has published twelve collections of poetry and short fiction. As the Sri Lankan Civil War escalated, he fled to Oslo in 1988 where he became a Norwegian citizen. His work takes him back and forth to Tamil Nadu. In 1995, the Norwegian Writers’ Association gave him their Best Immigrant Writer award. His poems have been translated into English, Norwegian and Sinhala. In 2009, some of them were published in Wilting Laughter, along with selected poems of R. Cheran and Puthuvai Raththinathurai. V.I.S. Jayapalan is also a well known and much loved actor who won the National Film Award – Special Jury Award in 2011, and nominations at the Filmfare and Vijay Awards.


Gamini Viyangoda pioneered the translation of key modern works in European languages into Sinhala, a profound and lasting contribution to the cultural life of Sri Lanka.  The twenty-six books he has translated to date include novels and nonfiction by Gabriel Garcia Marquez, Chinua Achebe, Mikhail Bulgakov, Isaac Bashevis Singer, Simone de Beauvoir, Gore Vidal, Paulo Coelho, J. M. Coetzee, Peter Akroyd, Kurt Vonnegut, Joseph Conrad, Isabel Allende, Italo Calvino, Haruki Murakami, Arthur Miller, Mario Vargas Llosa, Graham Greene, Laurence Rees and Primo Levi. He has also published a collection of international short stories and a book of selections from his column of socio-political commentaries.

Liyanage Amarakeerthi is a scholar, fiction writer, and poet. He is also an active public intellectual participating in numerous on-going debates on culture and politics in Sri Lanka. He has published more than twenty books, including three novels, six collections of short stories, one collection of poems, several works of translation and three books on literary criticism and theory. His numerous papers have been published in scholarly and semi-scholarly journals in Sinhala and English. At present, Amarakeerthi is a senior lecturer at the Department of Sinhala, University of Peradeniya. He graduated from the University of Colombo in 1994 and, after winning a Fulbright Scholarship; he obtained his MA and Ph.D. degrees at the University of Wisconsin. His research interests include literary and narrative theory, post-colonial and cultural studies and translation theory. He has won national awards for his stories and novels. His latest novel won the Golden Book Award in 2014.

Dr. Sunil Wijesirwardane is a longstanding Peace and Culture activist in Sri Lanka. After completing his higher studies, he in Moscow returned to Sri Lanka where he pioneered Human Rights discourse in the cultural dimension and became the foremost critic of ethnic and other major conflicts in Sri Lankan society, arguing for a scientific and practical program for cultural and moral transformation towards reconciliation and renewal. He was the Founder–Director of the Vibhavi Centre for Alternative Culture in 1991. As a playwright, literary translator and editor he has made notable contributions to Sinhala Literature and Theatre. As a social activist he promotes alternative discourses on Cultural Heritage and Identity to counter and transform prevailing extremist and racist discourses. He is also engaged in generating deeper, more meaningful dialogue through his extensive political-spiritual training programme for grassroots social workers.
