Dear Inspector General

I am writing to urge you to take immediate action to address serious allegations of human rights violations at the Nigeria Police Anti-Kidnapping Unit in Owerri, widely known as Tiger Base.

Research and survivor testimonies have documented patterns of prolonged arbitrary detention, torture and other ill-treatment, extortion, and enforced disappearances. Many detainees report being held for weeks, months, or even years without charge, while others say they were forced to confess to crimes under torture or pressured to pay large sums of money for their release.

These practices violate Nigeria’s Constitution and the Anti-Torture Act, as well as Nigeria’s obligations under international human rights law, including the International Covenant on Civil and Political Rights and the UN Convention against Torture.

No one should be subjected to torture or unlawful detention while in the custody of state authorities.

I urge you to ensure that all allegations of abuse at Tiger Base are promptly, independently, and impartially investigated, and that any officers responsible are suspended pending investigation and held accountable where sufficient evidence exists.

I also urge the Nigeria Police Force to ensure that all detainees are granted access to lawyers, family members, and fair trial procedures, and that detention practices fully comply with Nigerian law.

Taking decisive action to end these abuses will be an important step toward protecting human rights and restoring confidence in the rule of law.
