Ms.

Office of Rep. Hakeem Jeffries (D-NY-8)

Dear Congressional Leadership,

I am writing today to call on you to abolish the immigration agency Immigration and Customs Enforcement (ICE). The abuses of the agency have been witnessed worldwide, and it is time to urgently put an end to them.

Amnesty International has documented widespread human rights violations against migrants, asylum seekers and refugees under the Trump administration since January 2025.

ICE, Border Patrol and other federal agents have committed serious abuses against migrants, racialized communities, and those who defend them. These include:

- Racial discrimination
- Arbitrary arrests and detention
- Harassment
- Intimidation
- Unlawful use of force
- Repression of peaceful protests
- Unlawful surveillance
- Incommunicado detention

In some cases, the use of force may amount to extrajudicial executions, while other documented abuses may constitute enforced disappearance, ill-treatment or torture.

These violations are not isolated incidents but part of a broader pattern of immigration enforcement.

I call on the US Congress to abolish ICE and end the system of mass immigration detention and deportation that has enabled these abuses. The United States must uphold the human rights and dignity of all people, regardless of their immigration status.

Signed,

Ms.
