In national allocations plans, vaccines should be fairly distributed relying on key human rights standards to prevent exclusion and any kind of discrimination. While we are aware that initial supplies are being limited, health workers responding to COVID-19 must be prioritized as they have been doing their jobs in exceptionally difficult conditions already for too long. Most of them are physically and mentally exhausted. With no doubt, they are playing an extraordinary role in the response to COVID-19, often putting their lives, health, and well-being at risk.

Similarly, it is key that your national allocations plans prioritize other at-risk groups such as older people and people with pre-existing health conditions. Furthermore, states also should prioritize those who have been historically marginalized, depend on the informal economy, as well as those who cannot physically distance.
